I voted no because I had a weird thought process that went something like
If "this" is the subject of that sentance then if you replaced the word this with the word dog the sentance wouldn't make sense...
I know, it's weird, but I just had two cups of coffee.

But "Is this a question?" must be a question, if there's an answer

That whole sentence put together is a question but that sentence is technically asking you if the word "this" is a question.
If I just said "this" you wouldn't answer yes or no.
